  Dear SNRD Asia and the Pacific members and readers,

Welcome back! We are pleased to share with you our latest newsletter with, again, many interesting inputs from our member projects and initiatives from the region and the head office. We hope you find it useful and enjoy reading it.

Before you start, here are some updates from our side. SNRD Asia and the Pacific together with the Sector Network TUEWAS are planning for a Joint Virtual Event during the week of 26th October 2020. The agenda and further information will be shared shortly. The physical Joint Sector Network Regional Conference is now postponed to 17-21 May 2021 in Bangkok, Thailand. We have resent the new "Save the Date" to all our members.

There are some exciting new activities ahead including the "Future Strategy Process", TOPIC Pages Webinar, Panorama Webinar, and the Gender Training supported by the SNRD Africa and SNRD Asia and the Pacific. You can find more details in the "Spotlight" section.

Lastly, we are looking forward to your ideas, suggestions and comments with regards to the newsletter and other topics. Help us know how we as SNRD Asia and the Pacific Team can help you represent yourself better!

Physical Sector Network Regional Conference

It is a good tradition that the Joint Sector Network Regional Conference between the SNRD Asia and the Pacific and TUEWAS is held biannually to provide a face-to-face platform for members from all over Asia and the Pacific to learn from one another, build professional capacity, promote regional and technical knowhow, as well as to discuss the possibility of a cross Working Group and cross Sectoral collaboration. Due to the current COVID-19 pandemic, the SNRD Asia and the Pacific and SN TUEWAS, in consultation with the Management Committee, has decided to postpone the planned conference from 12-15 May 2020 to 17-21 May 2021. Joint Virtual Event SNRD Asia and the Pacific & Sector Network TUEWAS

Since the physical conference is postponed to May 2021, we are now planning for a Joint Virtual Event during the week of 26 October 2020, between the SNRD Asia and the Pacific and Sector Network TUEWAS, to give an update on the Sector Networks activities, future strategic direction, and to promote exchange among our members. The invitation will be sent to all our members shortly and if you have any questions, please feel free to write to us via snrd-asia@giz.de.

Future Strategy Process

SNRD Asia and the Pacific and Sector Network TUEWAS Steering groups agreed to initiate the “Future Strategy Process” during the Joint Steering Group meeting on 2nd September 2020. The consultancy led by Michael Zillich, an experienced organisational development consultant, was initiated to enhance the work of SNRD Asia and the Pacific and making it "future fit" for our members. The status of the process as well as the findings are to be shared during the planned Joint Sector Network Virtual Event during the week of 26th October 2020. Please feel free to share your thoughts and suggestions on “how SNRD Asia and the Pacific can support you better?” to the Secretariat via snrd-asia@giz.de.



 
TOPIC Pages Webinar

We, SNRD Asia and the Pacific and Sector Network TUEWAS, successfully held two webinars to introduce the TOPIC Pages to our members in June 2020, and recently on 24th September 2020. The TOPIC Pages or TOPICs is a platform that integrates existing "GIZ's knowledge management tools" and facilitates the further development of the multitude of GIZ’s thematic and methodological topics. We would like to encourage our members to have a look at the "TOPIC Pages" and share with us your experience or suggestions to improve our services. Many of you may wonder "What are the differences between the TOPIC Pages and IDA Community?" A simple answer is that there are so many communities created, where colleagues interact with each other, and it's hard to keep track of what is already existed. The TOPIC pages bundle what exists in the community for the easy reference of those searching for the relevant information within the specific thematic or methodical area.

Panorama Webinar : Contributing new best practice solutions – A virtual Write-Shop with the SNRD Asia and the Pacific

Having already 640 best practice solutions online on the PANORAMA – Solutions for a Heathy Planet platform is a great achievement so far. And with every project under implementation new solutions are created. To share these solutions with the world in a structured way a virtual Write-Shop for PANORAMA was held with the SNRD Asia and the Pacific. The Write-Shop supported the publishing of solutions from individual projects and was a great opportunity to network with colleagues working in different countries.

Gender Training
Image
Together with the SRND Africa, we are organizing a special online training program on “Gender in Agricultural Value Chains” by the company “Fair and Sustainable Consulting”. It’s a 6 week training that will potentially start from the beginning of November 2020. The time participants would allocate into the training would be around 6-8 hours per week. If you are interested or wish to nominate a colleague in your project to participate, kindly send us an e-mail to snrd-asia@giz.de.

We would like to offer one or even two training courses, depending on the number of participants interested.

Normally, the training is quite costly, but we can cover costs from the sector network. The knowledge is very meaningful for those working in rural development and agriculture: Here is a snapshot of the content:

In the context of Republic of Zambia. They resented agricultural village as a rural area. Absolutely, there are global issues such as conflict of interests, over consumption and climate change. One of suggested solutions is to compromise multi-stakeholders. In addition, linkage between rural and urban areas also plays an important role in sustainable development which could be applied to any other projects.

Launch of Regional Hubs of Water and Energy for Food (WE4F) Initiative
Water and Energy for Food (WE4F) initiative

Water and Energy for Food (WE4F) is a joint international initiative of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Ministry of Foreign Affairs of the Ministry of Foreign Affairs of the Netherlands, Sweden through the Swedish International Development Cooperation Agency (Sida), and the U.S. Agency for International Development (USAID). WE4F aims to;
  • Increase food production along the value chain through a more sustainable and efficient usage of water and/or energy.
  • Increase income for base of the pyramid women and men in both rural and urban areas.
  • Sustainably scale innovators’ solutions to meet the challenges in the WE4F nexus.
  • Promote climate and environmental resilience and biodiversity through the sustainable, holistic management of natural resources and ecosystems.
WE4F will operate through regional hubs located in Africa (East, Southern, and West Africa), Asia and the MENA region. The hubs will represent WE4F in the regions of operation, building a network of innovators, investors, donor partners and other stakeholders. The WE4F regional hubs Kick-off events were held during the week of 28th September 2020.

Towards Carbon Neutral Tea – Lessons learnt from Asia and Africa

The Powering Agriculture programme of GIZ and the Ethical Tea Partnership (ETP) have been partnering for over six years to bring about change in the tea sector. Working in Sri Lanka, Indonesia and Kenya, we have been supporting the tea industry in becoming low carbon, energy efficient, fair and inclusive. ETP and GIZ have used scientific research and interventions on the ground to increase the efficiency of fertilizer, fuelwood and energy use, and to capitalise on modern technology, and thus supporting the tea sector to transition towards carbon neutrality. Living income in global supply chains: new toolkit for companies

Smallholder farmers operate roughly four out of five farms worldwide. Without them, German supermarkets would be considerably emptier. Still, many producers are unable to live in dignity on their farming work. This is not just a problem for the farmers themselves – but also for the companies procuring their products. Many companies have realised that living income for smallholder produces is in their own best interest. They are the target group of a new toolkit developed by the GIZ programme for sustainable agricultural value chains and standards and The Living Income Community of Practice. Natural Rubber: increase income, protect forests and trace supply chain

Rubber farming often contributes to tropical deforestation while smallholders cope with low and insufficient income. BMZ and Continental AG are working together in a project on Borneo which has trained more than 400 rubber smallholders in sustainable farming methods. Watch our video to find out how it works and why it helps preserving forests and positively influences producers’ incomes. The recent anniversary took place – under difficult conditions. Read more

Soon: Call for proposals for the second round of the Coffee Innovation Fund

The Coffee Innovation Fund, financed by the German Federal Ministry for Economic Cooperation and Development, supports innovative approaches to improve the production, processing and marketing of coffee and increase local value creation. After a successful first round in which 21 projects were selected, the Fund’s second round will create opportunities for investment in four East African countries: Ethiopia, Kenya, Rwanda and Uganda. The Coffee Innovation Fund will be open for applications soon. Proposals will be selected according to criteria pertaining innovation, replicability, inclusivity and potential impact. Work Stream: Green and Climate Finance
Green and Climate Finance Workstream
Green and Climate Finance Workstream is a joint initiative between three sector networks, Assets for Asia – SNRD Asia and the Pacific – TUEWAS. The objective of this Work Stream is to:
  • Facilitate the exchange of experience and knowledge among the colleagues working in the different sectors
  • Provide information about various funding possibilities and options (such as IKI, NAMA, GCF etc)
  • Present existing trainings possibilities within GIZ in the field of Green /Climate Finance (such as FSE Guidebook, CliFit etc)
Monthly calls are scheduled where invited colleagues or members of the Workstream give short inputs and share their experience and knowledge.

NAMA Facility responds to a Global Green Recovery with its largest-ever funding for a new “Ambition Initiative”

At the New York Climate Week, the Nationally Appropriate Mitigation Action Facility (known as the NAMA Facility) today announces a new €168 million Ambition Initiative with contributions from the UK and Germany, to support countries with the implementation of their emissions reduction targets as they recover from the Coronavirus pandemic. New donors are also invited to join the Initiative.

How direct marketing can secure the income of farmers in times of a pandemic

The Green Innovation Centre India has started a Direct Marketing initiative to ensure safe sales market in the times of COVID-19. As traditional markets remain closed, farmers in Pune (Maharashtra state) now sell their farm produce directly to consumers to minimise their loss and to provide consumers with reasonably prices fresh products. The Green Innovation Centre India is supporting the purchase of special sorting tables for the centre where the farm produce is being packed. Read More.

Benefit Sharing and Bioresource Traceability

Ensuring fair and equitable sharing of benefits for conservation and sustainable use of biodiversity is one of the core objectives of the Biodiversity Act. To fulfil this objective, identifying the benefit-claimers with whom these benefits or ABS is shared requires tracing the origin of the bio-resource to the place of genesis. The Bioresource Utilisation Traceability System (BUTS) is an application developed under the scope of the ABS Partnership Project to support State Biodiversity Boards to determine traceability of an accessed bioresource at the level of local communities who collect and supply such bioresources to traders and manufacturers. Policy Advice for Climate Resilient Economic Development (CRED) - Model Building Trainings in Vietnam

As part of the CRED program, the first five-day training session on macroeconomic modelling of climate risk took place in Vietnam from 12 to 18 August 2020. The training was conducted online by the Halle Institute for Economic Research (IWH) and on-site by a national modelling expert in Hanoi. Read More.

Strengthening convergence for climate-resilient water resource management: Learnings from Indo-German project WASCA

‘Water Security and Climate Adaptation in Rural India’ (WASCA) aims to improve climate-resilient water resource management through an integrated approach across national, state and local levels. WASCA focusses on improving the convergence or collaboration among the Government’s development programmes, private sector, the rural community and other stakeholders for joint strategy development, optimal utilisation of technical and financial resources, and designing a participatory approach for planning, financing and implementing climate-resilient water resource management. WASCA offers two key solutions: Composite Water Resource Management framework for improving local level planning, and secondly, approaches for improving convergence and co-financing of climate-resilient water resource management. GIZ Philippines participates in Philippine Sea Level Rise Forum
To assess the current science on sea level rise and to identify gaps in information gathering, monitoring, and dissemination in the country, the Philippine Climate Change Commission (CCC) and its National Panel of Technical Experts (NPTE), in partnership with the Oscar M. Lopez Center, hosted an online forum entitled “Taking Stock: Why Should We be Concerned About Climate and Sea Level Changes?” on 5 August 2020. Read More.

SNRD Asia and Pacific Innovation and Learning Fund: Investment in the potential of funding (GCF/IKI) for GIZ innovations from coastal programmes in Asia/Pacific
The SNRD AP steering group approved a study on the potential of the concept of “Guardians of the Coast” for external funding, i.e Green Climate Fund, GCF. The “Guardians” proposal will focus on the possibility to provide direct benefits and/or payments “Direktleistungen” to selected coastal communities as “Guardians” for long-term service commitments for habitat conservation, restoration and protection. The latter could also include sustainable tourism, waste management, public health measures and sanitation.

The consultancy will mainly be desk work to amend the initial concept, with major inputs through feedback from current GIZ assisted programmes in the Asia/Pacific Region and from other relevant projects, followed by a virtual conference.

The envisaged completion date is the end of October 2020.

ICT for Small-Scale Irrigation: A market study

Digital solutions for improving irrigation efficiency and monitoring water use in agriculture play an increasingly important role in the debate on small-scale irrigation in international cooperation. On the one hand, technical methods for minimizing irrigation water and reducing the use of fertilizers as well as for saving energy in irrigation technology can be supported. On the other hand, apps can often facilitate management processes and the monitoring of irrigation and operating systems. However, digital applications specifically aimed at small-scale irrigation have only been used sporadically and on a pilot basis in GIZ projects so far. The potential of digital applications for small-scale irrigation was investigated in a market analysis. The aim was to identify and structure existing experience and to define further requirements for digital applications in this area on the basis of current developments and challenges. Read more.

An Inventory, Assessment and Monitoring Framework for Indian Wetlands: Wetlands Management for Biodiversity and Climate Protection

The Ministry of Environment, Forest and Climate Change, under the National Plan for Conservation of Aquatic Ecosystems (NPCA) has formulated guidelines for preparing integrated management plans (IMP) for wetlands. The guidelines prescribe a diagnostic and participatory evaluation of wetlands in order to define management framework and specific actions for achieving wise use of wetlands. Taking into consideration the inadequate resources available to the wetland managers in India, this framework prepared by the project proposes essential parameters to understand the ecological character of the wetland, define management objectives and prioritise actions for integrated management.

Human Wildlife Conflict Mitigation in India

The Project has drafted this curriculum for State Forest Service Officer Trainees, a key stakeholder of HWC mitigation. This curriculum has been designed for a stand-alone intensive course to be delivered over five-day duration. By the end of the course, the participants will be able to outline concepts and issues in wildlife management and HWC mitigation using a landscape approach, differentiate between different conflict scenarios based on landscape, location, species involved, and community involved; and outline existing and potential HWC mitigation measures.

Working Group Climate Change Adaptation
Home Lands: Island and Archipelagic States’ Policy Making for Human Mobility in the Context of Climate Change
The Global Programme Human Mobility in the Context of Climate Change has partnered with the Potsdam Institute on Climate Impact Research (PIK) to gather knowledge on the relationship of climate change and migration, displacement and planned relocation in the partner regions of the project. Extensive qualitative research provides the basis for deep insights into the phenomenon of climate-induced migration, relevant actors, and the policy framework in the Eastern Caribbean, the Pacific and the Philippines. The document has comprehensive recommendations for the political shaping of the issue at global, regional and national levels.

Trainer’s Guidebook On Integrating Climate Change in Development Planning in Himachal Pradesh
Integrating climate change adaptation into planning and identifying appropriate measures is a challenging task and needs systemic thinking and collaborative efforts from all allied stakeholders and sectors who share a common understanding and concerns about climate related issues. It is highly important that decision-makers, development planners and practitioners receive technical support to enable them to implement projects and programmes that address climate change concerns. This guidebook provides a framework for building capacities of the key stakeholders on climate change adaptation. This guidebook will be used to create a cadre of master trainers in states who will be equipped at building capacities for the key stakeholders within their respective states on climate change adaptation.

GIZ ProCoast Project’s Webinar Series about Mangroves and Science-based Protocols for Mangrove Rehabilitation and Conservation on to its 5th Episode
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the Zoological Society of London (ZSL) Philippines organized a monthly webinar series, entitled Mangrove 101, to impart knowledge about mangroves and the science-based protocols guiding mangrove rehabilitation and conservation. Dr. Jurgenne Primavera, ZSL Chief Mangrove Scientific Advisor and an internationally recognized expert on mangrove rehabilitation and conservation, is the main resource person of the series. Equally reputable resource persons, Dr Klaus Schmitt of GIZ E2RB and Dr Clare Duncan of the University of Exeter, joined her to discuss green-gray engineering and blue carbon, respectively.

How to change the perception of agriculture amongst youth: not a last resort but offering an attractive job perspective!

While the agricultural sector is critical for creating employment and is the economic backbone of many particularly African economies, rural youth do not fully exploit the potential of the sector.

Against this background, agricultural image campaigns that are conceptionally integrated into the project design can be a relevant option for projects working in rural areas – in the field of agriculture but also in other sectors.

Our colleague Sofjola Kotelli from the Sustainable Development in Rural Areas (SDR) project in Albania will share her experiences and lessons learnt of how to implement image campaigns and respective formats practically via the example of the “Agri-cool campaign Albania”. On top, we will learn about the awareness raising strategy for youth employment in the agri-food sector that is currently being developed in Kenya within the Agri-Jobs 4 Youth initiative jointly implemented by the bilateral Youth Employment in the Agri-food Sector project in Western Kenya (YEA) and the country package Kenya of the Global Project Rural employment with focus on youth (GV BLR).
The one-hour Webinar is hosted by the GV BLR in collaboration with SNRD Community of Practice Rural Employment (CoP RE).

Supporting Sub National Level Climate Action in India: Case Study from the EU-India Strategic Partnership for the Implementation of the Paris Agreement

The EU-India Strategic Partnership for the Implementation of the Paris Agreement project implemented by GIZ India along with the Ministry of Environment, Forests and Climate Change organised a public webinar and a virtual panel discussion on climate change adaptation planning at the sub national level. The first of its kind consultation among the climate change nodal officers from the state governments and Union Territories facilitated knowledge sharing and case study presentations from the forerunner states in different aspects of climate change adaptation. It also facilitated knowledge exchange from the European Union counterparts on the potential of using climate modelling outputs for regional vulnerability assessment and mainstreaming climate change adaptation. On 15th September 2020, Neha Singh, previously an intern for transport component in GIZ Thailand, joined the Sector Network team as a project assistant. She will be working as a part of the joint secretariat for SNRD Asia and the Pacific and Sector Network TUEWAS. She will be supporting Communications and Member service for both of the networks. She is based in the country office in Bangkok, Thailand.
